Just overheard someone say booking flights 6 months ahead is always cheapest

I was at a coffee shop last week and heard a travel blogger tell her friend that booking flights for Europe exactly 6 months out saves the most money. But my buddy booked a round trip to Dublin 3 weeks before departure and paid $340 total last October. What's the real story on timing for transatlantic flights?

Wait $340 round trip to Dublin just 3 weeks out? That barely covers the taxes and fees on some airlines I've booked with for that route. That timing flies right in the face of everything those bloggers say about the 6 month rule. Did your buddy use a specific booking site or hack to land that deal?
