ESD mats losing their resistance after a few cleanings

I checked a 3 year old mat with a surface resistance meter last Tuesday and it read over 10^9 ohms instead of the 10^6 to 10^8 range. The label said it was conductive but the cleaning solvent we use ate through the coating. Has anyone else seen this with their mats or are we just using the wrong cleaner?
