I used to never pull a permit for small bathroom remodels until I saw a house burn down from bad wiring
Last year I watched a fire investigator show photos of a bathroom reno fire caused by a loose neutral in a j-box someone didn't bond right. That one picture made me realize the extra hour at the permit office is nothing compared to that phone call you'd have to make.

The real kicker is that most permit offices will work with you if you just ask questions upfront, it's not as scary as people think. I always tell folks to at least pull the electrical and structural permits on bathroom jobs, because those are the ones that can actually kill someone or level your house. Saved myself a world of hurt last year when an inspector caught a vent pipe I routed too close to a joist, cost me twenty minutes to fix instead of a full gut job later.
