Can we talk about how guys are skipping the base layer on ceilings?

Been on a few big jobs this month in Austin and I keep seeing crews go straight to the top coat. You hit that first screw row and the paper just bubbles up every time. My old timer mentor would lose his mind over this. I get rush jobs but a skim coat base layer takes maybe 20 extra minutes and saves you an hour of sanding. Has anyone else had to fix ceilings where the paper is lifting because some guy skipped that first mud pass?

Jimmy's crew out of Round Rock got called back on a 3,000 square foot spec house last month. Same damn thing. Paper tenting at every fastener row. Did the GC actually admit it was a base layer skip or did they blame the mud?

@hart.taylor what kills me is the GC never cops to it, always blames the mud or the drywall. I just popped a whole ceiling in Cedar Park where the tape was delaminating from day one, same BS shortcut.
