The old guy next door sets up a fake security camera that points at my window

My neighbor Gary in unit 4B has this cheap plastic camera with a blinking red light mounted on his balcony, but it's literally a hollow shell with a battery-powered LED inside. I noticed after a storm last month the rain got inside and it never dried out, and I could see the circuit board just hanging there. He claims it's for "neighborhood watch" but it only points at my bedroom window, not the parking lot or street. Has anyone else dealt with a neighbor using fake cameras for weird reasons?

Are we sure those wires aren't just part of the "aesthetic" though? @the_vera, you know how these influencer types love that whole "distressed industrial" look. I swear half of them buy broken props on purpose just to seem more authentic. The guy probably spent 200 bucks on a vintage lamp that doesn't even work. And now he's acting like it's some genius DIY project. It's giving major "I paid someone to make my room look messy" energy. Honestly, the wires are probably the most honest thing in the whole setup.
