The guy two doors down keeps leaving his trash cans out on collection day... but they're always empty

I noticed this about 3 months ago when I moved into my place on Maple Street. Every Thursday morning around 5 AM I hear him roll them to the curb, but the trucks come by at 8 and they're never full. Last week I peeked inside one and there was just a single grocery bag with some old receipts. I think he's just doing it to look normal or something... has anyone else caught a neighbor doing weird routines like that?
