My scene prompt failed because I skipped the stakes

Ran a writing group last Tuesday in Austin. Gave everyone a prompt about a stranger at a bus stop. All three stories had the same problem, nothing happened. The characters just talked and left. I realized the prompt needed a consequence, like a missed flight or a stolen wallet. Now I add one clear conflict to every prompt before I post it. Has anyone else noticed prompts without stakes always fall flat?
