Debate: Should we charge late fees or just ban repeat offenders at our tool library?

Last month someone kept our pressure washer for 3 extra days, but then last week a member returned a circular saw broken and didn't even offer to pay for repairs since we started the library 3 years ago in Portland, so do you think fines actually keep people honest or do they just scare off the good members?

Getting pissed off" is a pretty strong way to put it, but I mean, yeah, it's annoying having to budget for something you probably didn't want in the first place. I guess if you go in knowing it's just a bill like anything else, it takes some of the emotion out of it, you know? But honestly, who's really happy to hand over a big chunk of cash for something that just sits there?
