When is it right to speak up versus letting it slide?

You see that kind of thing everywhere, people letting small problems go. It starts with a crack, then a leak, then a real disaster. Speaking up early is hard but it stops the slow slide where everyone gets used to things being broken. Safety isn't really a gray area.

In my old apartment building, a tiny leak from the ceiling got ignored for months. Later on, the whole hallway ceiling collapsed. It's like you said, once everyone gets used to broken things, nobody fixes them. But I mean, speaking up early feels risky, like you're making a fuss over nothing. So what really stops people from saying something when they first spot a problem, even when they know it could get worse? Idk, maybe it's just me, but I see this pattern everywhere, and it drives me nuts.
