Blew $120 on a solar phone charger that barely works

I got this portable solar panel from an online ad thinking it'd be great for camping trips. Tried it out last weekend in full sun and after 4 hours my phone only went up 15%. Anyone else find a brand that actually charges in decent time?

Got a BigBlue 28W. Charges my phone in about 3 hours.

Yeah, I read a review somewhere that said those cheap solar panels are basically scams unless you get one with a proper voltage regulator. Something about how the wattage ratings on a lot of them are just made up.
