Saw a bad flue liner job in a new build over in Cedar Falls

I was called out to check a fireplace that wouldn't draw right in a house finished six months ago. The installer used a flexible liner but didn't secure the top properly, and it's already pulling away from the crown. Has anyone else run into this with the newer prefab homes around here?

My buddy in masonry says he sees this all the time with rushed jobs. They skip the proper locking band at the top to save an hour. How do these installers get away with it?

Call your city inspector like I did, @david123, because they failed my chimney for that exact shortcut.
