Bottom bracket shell cracked on a 2012 frame, shop said scrap it

I had a customer bring in an old steel frame last Tuesday for a simple crank swap. When I pulled the bottom bracket out, the shell had a hairline crack running from the drive side right into the down tube. The guy said he rode it 30 miles that morning and heard a pop. I told him it's done, welding that area is sketchy and not worth the risk. He got angry, said I was just trying to sell him a new bike. I showed him the crack with a flashlight and a pick, but he still left with the frame. Has anyone ever successfully repaired a cracked shell like that, or is it always a death sentence for the frame?
