My neighbor's "just use a fan" advice for my balcony tomatoes

Last June I was complaining to my upstairs neighbor about my cherry tomatoes dropping flowers and never setting fruit. He shrugged and said just put a small fan out there for 10 minutes a day. I thought he was nuts, my balcony gets decent wind already. Tried it for two weeks anyway because I had nothing to lose, and suddenly got like 20 tomatoes forming. Turns out the wind was too sporadic and the flowers needed a steady little breeze to pollinate. Anyone else had luck with a cheap desk fan or do you hand pollinate with a brush?
