Serious question, are HOAs actually keeping property values up or just nickel-and-diming us?

I see people say HOAs protect home values but my friend in Decatur pays $400 a year and still has a neighbor with a rusty car on cinder blocks. Meanwhile my non-HOA street in East Atlanta has houses selling for $50k over asking with zero drama. Are we getting conned or does it actually matter in the long run? What's your take?

Your Decatur friend paying $400 for a rusty car situation makes me wonder, does your HOA actually enforce the rules or just take the money lol?

@stella_roberts I was skeptical at first but that story changed my whole view.
