2000-year-old Roman sandal nail pile changed my view on digs

Last spring at Vindolanda I counted 4,318 hobnails from one trench, which felt insane until I read the site's total exceeds 50,000. Some argue these are just waste from cobblers, others say they show a full legion camped there. Which side do you lean on for interpreting bulk artifact counts like this?
