Shoutout to the old guy at the Oshkosh airshow who showed me his trick for stubborn cotter pins
He bent a tiny hook on a piece of safety wire and said, 'This gets 'em every time, kid.' Anyone have a different method for those really stuck ones?

Honestly, a drop of penetrating oil and letting it sit for a minute works wonders. Then you can usually wiggle it out with needle nose pliers. Why make it harder than it has to be?

That old guy's trick is solid, but my method is just hitting it with a bigger hammer. When the safety wire hook fails, you just move up to a pair of vice grips and a lot of bad words. At some point it stops being a cotter pin and becomes part of the bolt.
